Lower Bowl - Parking Advisory

Lower Bowl Closes for Fur Rondy Carnival - January 30, 2012

The Lower Bowl parking lot will be closed from Friday, February 17, 2012 at 6:00 p.m. until Thursday, March 8, 2012 at 5:00 p.m.  Due to Fur Rondy Carnival setup requirements, any vehicles left on the lot after 8:00 p.m. on February 17th are subject to tow at owner's expense.

Monthly permit holders for Lower Bowl, Howard Johnson or Post Office parking lots may park in either the Howard Johnson or Post Office parking lots during the Fur Rondy Carnival closure.

If you are a permit holder for a parking lot listed above and you wish to temporarily trade your lot permit for a 5th Avenue Garage permit, please visit us at 440 B Street (corner of 5th Avenue & B Street).  There is no additional fee for this trade and a great way to avoid the crowded parking lots during the Fur Rondy events.


Lower Bowl Parking Lot

Temporary Snow Storage Relocated to Lower Bowl Parking Lot - January 11, 2012

Due to the record heavy snowfall in Anchorage, EasyPark will begin to store snow at the Lower Bowl parking lot located at 225 E Street.  The northern end of the Lower Bowl will be sectioned off tonight and the temporary snow storage will remain in effect until further notice.  The 200 available parking spaces on the Lower Bowl parking lot, will provide enough parking for the "everyday need" for both the hourly and monthly permit parker.

In the event that a conference is being held at the Anchorage Hilton or other nearby local establishments, monthly permit parkers will have the option to park at the Post Office parking lot, located just across the street.

New Public Parking Location

Public Parking Available at 5th & Denali - December 9, 2011

Today EasyPark opened the Denali parking lot located at 436 Denali Street (corner of 5th Avenue and Denali Street).  This 55 space parking lot is open to public parking Monday through Friday after 5:30 p.m. and all day each Saturday and Sunday.

Parking is $1 per hour and methods of payment accepted are cash, coin, Visa, Mastercard, and PaybyPhone.  To try PaybyPhone, either dial 1-888-450-Park (7275) or set up an account at www.paybyphone.com.  PaybyPhone also offers a free mobile application for those that carry a smartphone.

The Denali parking lot is a convenient location for nearby businesses who have heavy evening and weekend traffic.

Online Services Parking Permits

EasyPark Expands Online Services with Online Permits - December 1, 2011

Over the years we have received much valuable input from you on ways to enhance our parking services.  The most recent enhancement is the creation of our Online Parking Permit Program, at easyparkalaska.com.  This program is available now, and offers the following services:

  • Surface lot and onstreet parking permit purchase
  • Purchase a permit in increments of one to six months
  • Have an online permit mailed to the address of your choice
  • Auto-generated online permit receipts sent to your email
  • Online history of permit purchases
  • Shopping cart style environment, which allows multiple transactions per "shop"
  • SSL, encrypted, and secured website, providing protection from fraud and identify theft

If you are a new customer, seeking your first parking permit, and you prefer to do so online, please follow these steps:

  2. Click on the Online Services tab and setup an account
  3. Call 276-Park (7275) to activate your account

EasyPark Grand Opening

Prize Drawing Winners Are Selected - October 13, 2011

EasyPark kicked off a grand opening event on October 7, 2011 at the 5th Avenue Garage.  Foot traffic was at an all time high due to the deposit of the Alaska Permanent Dividend.  EasyPark provided free parking to 550 visitors who stopped by the event and handed out parking prizes and discounts for the month of October.  Parkers also submitted their name in a prize drawing and the following winners are:

Parking Survey

Survey Results For On-Street Parking Equipment - August 26, 2011

Today EasyPark, the Anchorage Community Development Authority's parking program, released released results of an "On-Street Parking Meter Equipment Survey" open from March through June 2011.  The survey gathered input from motorists who park their car on-street, downtown, in metered parking spaces, about parking meter equipment and payment option preferences.  Results were tabulated by Survey Monkey, an independent company that sends and compiles survey data.

"The survey results will be factored when we make decisions about what type of on-street parking meter equipment to use downtown" said Rick Onstott, Parking Director for EasyPark.  The information gathered from consumers, coupled with a thorough evaluation of capital, maintenance, and recurring fees will be used to make short and long-term investment decisions."

The 766 surveys submitted, revealed these highlights:

   - Traditional, single space parking meters were preferred over the new multi-space pay station
   - Credit card was the preferred payment option
   - A quick and easy transaction was valued more than perks such as printed receipts, and ability to add time remotely.

"Parking equipment technology has made a quantum leap in the last five years", Onstott says.  "Effective management of parking resources mandates that parking leaders evaluate the technocracy.  The other key component is to incorporate local objectives and consumer preference to make sound decisions on equipment purchases."

Those who submitted a survey became eligible for parking prizes including:

   - ParkCard (loaded with a $50 balance to be used to pay for parking on-street meters)
   - EasyPass (one month free use of our hands-free parking garage access card)
   - Pay-by-Phone (one month free Pay-by-Phone parking at select lots)
   - Electronic Coupon (one month free parking at any of our 3rd Avenue corridor lots)

Downtown Parking Enforcement

ACDA Outlines Its Plans for Parking Changes to Downtown - August 4, 2011

On August 1, 2011, the Anchorage Community Development Authority (ACDA) restarted downtown parking enforcement as outlined in Anchorage Ordinance 2011-65 (as amended).  Implementation of this ordinance "will improve the business climate in downtown Anchorage," said Ernie Hall, Anchorage Assembly Vice Chair.

ACDA has been administratively managing parking citations since 1984, and it processes will remain the same.  The appeal process will continue via the court system; payments for parking citation will be made to ACDA; and outstanding parking citations will be turned over to a collection agency after 90 days.

ACDA's Parking Enforcement Officers (PEO) are authorized to enforce parking in the downtown core bounded by Ship Creek on the North, Gambell Street on the East, 10th Avenue on the South, and M Street on the West.  The voter approved ordinance authorizes ACDA with limited parking enforcement, and ACDA officials are taking the restrictions seriously.  Expired parking meters; loading zone; red zones; fire zones; improper parking on sidewalks; closures for snow-plowing; and handicap parking are the primary focus of the new PEO's.  Officers with the Anchorage Police Department will continue to enforce infractions like expired tags.

"Safety is the most important reason to control parking", says Rick Onstott, ACDA Parking Director.  "Our new PEOs' priorities reflect that commitment to keeping downtown streets safe," he said.

Onstott continue. "It's not our goal to catch people, make money or reach a quota of parking tickets.  In fact, our goal is to issue fewer tickets, because that means we are fulfilling our aim.  In addition to parking safely, we need motorists to comply with on-street parking laws such as the posted maximum stay, which will create more consistent access to parking spaces near businesses," said Onstott.

The new PEOs are operating under the name of "EasyPark" (ACDA's newly names parking division), and are issuing parking "dismissal opportunity cards" with every citation for the next 60 days.  During the 60-day per period, parkers who are either unfamiliar with the downtown parking rules or have been relying on no parking enforcement being present will have the opportunity to get their first ticket dismissed by taking a quick quiz online at www.easyparkalaska.com. (The answers are provided at the bottom of the quiz).  More importantly, it will provide a gentle reminder that parking rules are again being enforced and need to be followed.

ACDA Announces New Name for Parking Division

ACDA Announces New Name for Parking Division - July 30, 2011

Anchorage Community Development Authority (ACDA) is proud to introduce EasyPark.  EasyPark is the new name for the ACDA parking program.  The EasyPark mission is to provide convenient and safe parking services for the Municipality of Anchorage.

The EasyPark offices will remain at the 5th & B Parking garage, but will have a new mailing address of 440 B Street, Anchorage, AK  99501.  Another small change is our email address, which will have the new domain "easyparkalaska.com".  Please be sure to update your contact information.

Some recent changes that you may have noticed are the way finding signs that have been put on all of our parking garages and signage throughout the surface lots.  Our goal is to make it more convenient for our parkers to identify our parking facilities and use our growing list of services some of which will include:

  • Online parking permit purchases
  • New, enhanced EasyPark themed website
  • Preloaded, prepaid garage access card which decrements parking time by the hour
  • EasyPark Facebook page
  • EasyPark Twitter alerts

Parking Garage Construction

Parking Garage Construction - June 24, 2011

From June 27th through July 22nd, construction crews will be removing old and installing new exterior signs on our parking garages.

Please be alert for cones, barricades, construction workers and equipment in the construction zones at these garages:

  • 6th & H Garage
  • 7th & G Garage
  • JC Penney Garage
  • 5th & B Garage
If you are a monthly card holder, and construction equipment is preventing access to the entry lanes, please proceed to an alternate ACDA garage, pull a ticket to gain entry, and then use the call button at exit to summon our attendant.  Show your garage card and we will open the exit gate.

If you are a parking customer paying by the hour, and you cannot enter the garage due to entry lane closure, please use an alternate nearby garage.

Entry lane closures will be brief, infrequent and will be scheduled at times when the vehicle traffic is light.

If you see a safety issue that needs immediate attention, please call our security staff at 297-4471.

Best Parking Choices During Iditarod

Best Parking Choices Durinjg Iditarod - March 1, 2011

In preparation of the 2011 Iditarod Sled Dog Race, the Municipality of Anchorage will be closing off several downtown streets for event set-up.  All closures will take place beginning Friday, March 4th at 5:00 p.m. through Saturday, March 5th at approximately 7:00 p.m.  Parkers should expect unavailable on-street parking on 4th Avenue from I Street - Cordova.  Please carefully review the map and list of prohibited parking areas.

All off-street parking locations, managed by the Anchorage Community Development Authority are available for parking.  The 5th Avenue Garage, located on the corner of 5th & B Street, is a prime destination to view the races that commence on March 5th at 10 a.m.  Another prime location are the parking lots located on 3rd Avenue from A Street to E Street, which are in close proximity to the Fur Rondy Carnival.

As a reminder, Anchorage Police Department officers will be on traffic control detail and will be able to assist drivers with directional instructions.
